Mine does that with the EBC pads that I accidentally received way back when .. What I thought I ordered were EBC Green Pads all around. What I did receive was EBC green for the front (the best 9-5 pads I ever had) and some nondescript EBC pad for the back. I put the OE Saab pads back in but they eventually wore out...
As for adjusting the parking brake, yes, that is the time to do the adjustment. B/C you are removing the old rotors, you might have to back out the shoe adjuster to free the rotor, and you will certainly be able to refine your skill at adjusting the shoes. The parking brake is marginally effective when the system is perfectly adjusted, and next to useless otherwise. Set the shoes so's they all but rub when you turn the rear hub, then use the adjuster screw in the console for the final setting. I think it's pull up 4 clicks, then tighten the adjuster screw for good solid drag, with no more than a slight rub with the lever released.
