This is a complex issue which requires a qualified expert and proper analysis. They measure crush depths of the vehicles and feed that into a massive database of vehicles to determine actual collision speed. Then they work backwards using skid marks and other known data to determine vehicle speed at the time a given vehicle started to lay down marks. It's expensive. An attorney in your area who does auto accident work should be able to refer to you an expert, but you should ask about the cost right up front as you may not want to pay that much.
