The circular thing is the A/C selector drum that directs air to floor, dash or windshield and is run by a motor on the passenger side so that motor stops you from being able to move that drum.
When all the motors are ok and all blend door shafts unbroken and no codes present but you still have weak A/C, it could be that the yellow arm is broken on the other side invisible to you until you take the A/C housing out and apart.
I have a customer where I put a ball valve in the heater hose to physically stop the hot coolant to enter the heatercore due to that the blend door did not seal shut even when the motor had demanded it closed.
The more blower fan speed I added, the warmer it got telling me that the force of the blower made the blend door open, allowing hot air to blend with the cold ruining the A/C performance.
With the ball valve in place, he can have a working A/C in the summer and then open it for heat in the winter if need be.
