I just got done with a rebuild of my heater box. Had to pull it out of the car but I learned a lot.
The temperature control flaps mesh with the large air distribution flap that sits above. They aren't really "flaps" but rather cylindrical chords that rotate. They have flexible plastic wipers on either end to help seal the input passages that should last the life of the unit.
The air distro unit has two large wheels on either end. They mesh with the temp control arms and provide support to those arms, which are moulded onto the edges, not the center, like you'd expect them to be. It's kind of a tongue and groove fit with the air distribution wheels being the tongues and the temp control arms being the grooves.
The reason I took out my heater box was the the driver's side temp control arm had been snapped off of the cylinder. I repaired that but found that the replacement arm needed to be set *just so* because of the way things mesh. If you don't provide the proper clearance between the arm and the wheel then the wheel will prevent the temp arm from fully closing. This leads to the "always hot" problem.
