I officially admit defeat.
Used the boroscope camera to look inside the heater box and the blend door on the drivers side moves when I turn the stop arm. In fact, everything seems to work as it should. With the car running as I turned the arm the air went from hot to ambient.
Tonight I reassembled everything and did the calibration. I could see and hear the doors and motors moving as they adjusted. Checked the AC system pressures, and at idle in the garage (23C ambient) I had 35 psi low side, 210 psi high side. Sprayed the condensor down with a garden hose and the high side came to 150 psi. Measured the temperature of the expansion block on the firewall and it was 11C. Vent temps were 18C passenger side and 32C drivers with it set to LO and the fan on high. Airflow was strong, but not cold. Not very encouraging, and obviously I have air bleed through the heater core.
On the bright side, this is mainly a winter car; I drive a Jaguar XJS convertible on nice summer days and the Saab only comes out rainy days in the summer and those are typically cool. The AC works well in the Jaguar, so I just won't worry about trying to get functional AC in the Saab. I have heat for the winter and that is all that matters.
Thanks for all the help and suggestions, but it appears AC is not to be.
