yes and yes!
"coolant sensor out of range" could be a bad sensor or a thermostat stuck open. Over the years I've given up trying to diagnose one over the other, they are inexpensive enough, and easy enough, to always replace them in pairs.

The fact that the blower does not function at all strongly suggests its the motor itself. Typically a failing controller will operate the fan at HIGH only. But beyond that "rule of thumb" I don't know a conclusive test.

Understood but bear in mind that if you have a broken actuator arm (very common) operating the system in that state will likely lead to a broken shaft which is a bit more difficult to fix.
