Generally speaking: the "KEY NOT ACCEPTED" message in the SID (SAAB information display) is indicating that either the wrong key or an unprogrammed key is being used in the ignition lock-cylinder.
OR that the immobilizer system is not "seeing" a programmed key to authorize the TWICE module (Theft Warning Integrated Control Electronics) to authorize and Start/Run.
The TWICE detects a key by way of the ring-transmitter/receiver. This is the piece that sits atop/around the top of the ignition key-tumbler.
we HAVE seen these fail randomly and/or intermittently in association with the "KEY NOT ACCEPTED" SID warning message.
They are a plug-and-play electronic component. And probably one of the only plug-and-play pieces in the 9-5 TWICE system.
It is also possible that the key is failing. or that the TWICE module is beginning to fail.
IF it is the key. AND this is the only key you have for the vehicle:
Get another key programmed before the key fails!
TWICE programming-function for new keys REQUIRES that a working/operational key be present in order to program any replacement keys.
IF a working key can not be found for spare-part/key programming then the TWICE module and key/s MUST be replaced in order to start/run the vehicle. = $$$$.$$
The key PHYSICALLY not turning in the lock cylinder is indicative of the lock-cylinder failing.
Spray inside the lock-cylinder key-slot with some DRY-PTFE (dry Teflon spray). Do not use any type of lubricant that will "gum-up" or leave stick residue. As this will only make the problem worse in a very short amount of time.
Should the lock-cylinder binding/jamming continue: I advise replacing the lock-cylinder ASAP.
These are special order from an authorized SAAB dealer. and may either require theft-related-part verification (copy of driver's license and proof of {VIN specific} vehicle ownership) OR may require lock cylinder "coding". Meaning that you may have to assemble the lock cylinder to match the key once it arrive. ...could be kinda tricky if you've never done it before.
Best of luck, Steve.
Hope this helps.
