You are right in most assumptions.
The 4 outer long ones are supposedly there to allow some heat movement of manifold. For good or bad I don't know since they have been breaking since late 60s.
On the old 900 I started to use short studs all over with no ill effect but since the newer Saab's also use two studs to hang the heat shield, I use the long ones in all 4 outer positions on those.
It can happen that a newly installed stud works its way loose if it wasn't torqued down VERY hard and also the Propart of Sweden kit have slightly skinnier studs that goes in more easily and has to be secured even better.
It could be that the mechanic did not jam them in hard enough into the cylinder head.
Also the nut that comes with the kit have a lesser heat allowance or alloy mix and can loosen its grip of the stud when heated up several times if not torqued hard. I prefer to reuse the old Saab nuts instead since the metal is better on those.
The saying you get what you pay for prevails.
