no power to windows, seat heater ...

2000 Aero

There is no Power to the windows or the seat heater or seat ventilation. fuses are all good.

Seems to me that the symptom suggests that the +54 circuit is not getting power, however:
- I could not find a relay involved
- turn signals work ... my understanding was that on some (most? all?) models the turn signals were on the +54 circuit as well.

Any thoughts on what I am missing or what I can do to diagnose this?

note that I did replace the ignition switch with no change.
