12.6 V is the theoretical open circuit voltage for a fully charged lead acid battery. Your measured 12.7V is 1% greater, well within the tolerance of any multimeter short of the one at the Bureau of Standards ;-).
That it measures a full charge but won't crank well suggests a high resistance in the path. You can tell if it's the wire by trying a start and then feeling the terminals at both ends. (starter motor end requires a bit of gymnastics). If either terminal is hot, you need a new cable. Not unusual, apparently. You need to check both the ground return as well as the power lead.
If the cables check out, then make certain that CAA performs a load test, not just an open circuit measurement. Make sure they do it hot, just to be sure. IF the battery and the cable check out, then the starter motor becomes suspect. Or, try to borrow a battery and see if the problem is solved. If so, then for sure it's the battery.
