When you add spacers with sagged springs, you do not limit travel by doing that as the spacers also lift the vehicle. So no change.
Compared to new springs or mythical springs that deliver proper ride height, travel to bump stops is reduced by sagging springs, and spacers do not alter that.
Spacers do not alter spring length under load, but do alter ride height and suspension geometry. Vehicle body weight determines spring length, not the spacers Think of a spring type weight scale. If you are weighing something and lift the scale to a different height above the floor, the deflection of the spring is not changed as you move the body of the spring scale which is the spring seat. [ignoring accelerations]
