Yea, I have the same questions....not sure what the problem(s) were.
After re-reading it a few times, the valve that controls the vacuum to the bypass valve was OK (checked for continuity with an ohm meter) but the signal from the ACC was not there? Seems weird, since it apparently worked before. Just because there is continuity doesn't mean the valve would work.
