Oops! I only read the Subject Line prior to my initial response.
On Max speed the fan speed controller is not in the circuit. So if air flow is low on MAX, you may have another problem such as a corroded grounding point.
I later realized that I had inadvertently gone 120K miles since its previous change. I replaced it with a Mann brand filter but will stay with the SAAB brand in the future. The foam block accompanying the Mann filter is much softer which makes its placement more difficult in the confined access.
