I hope it might be your paper towels . . . . I use Scott brand blue paper'shop towels' for my garage work. Scott paper company advertises that their towels are designed to ABSORB OIL. That's great, until a person (me, who should have known better) uses them to clean the windshield. Those towels will always leave some of their greasy pretreatment on the windscreen or side windows. The effect is WORST on the INSIDE of the windshield, because the safety windshield has a polymer inner coating, which attracts the grease from the towels.
I spent some time wondering why I could never get rid of the smudges on the inside of my windshield, until it dawned on me it might be the towels. I tried the normal household towels the windshield shined right up! I still use the blue towels under the hood - but I use the plain white kitchen towels to clean the windows, along with a good window spray.
This might not be your issue, but I sure hope it is, because it'll only cost you a dollar or two to fix it !
