Hoot latch wear strip

One side of the hood latch wear strip on my 03 cracked at the edge and now the hood catch binds making it very difficult to open the hood. Anyone replace one of these? It looks riveted on with PN 92153060. The wear strip is PN 12790747 (which superseded mine which is marked 5360623). Do I need a special tool for this rivet or is there some other way to fix this? I assume I have to drill the rivot out?
While I was trying to find the problem, I used some teflon lube on the catch spring and pivots and some white lithium grease on the lock pins and mating hood lock mechanism. If there's something better, I can add that.
