I don't know how effective it is as a valve, but I think it is designed specifically to prevent siphon tube from getting to the tank.
I have disconnected the fuel line, substituted a 'same fixture' adapter with a long piece of fuel hose and jumpered the pump to transfer the gas into a can and empty the tank. But that entailed a little more work to do safely.
