So, again, I have only seen the J16 referenced in relation to O2 sensors throwing codes. Absent you having the related O2 code (P0134), I'd be tempted to try another temp sensor. The fact that you bench tested the old one is not relevant unless it was in a permanent state of failure. The symptom you've described as intermittent which would argue occasional failure of the sensor.
Its a heck of a lot easier to change the sensor than doing the J16 splice, which requires removal of the cowl below the windshield to access the connector near the ECU (its NOT on the engine side of the firewall). At your car's age, that plastic cowl alone is likely pretty stinking brittle, and the part is very difficult to find in any decent shape. Just search this board for J16 for advice and photos.
Just my 2c. Unless you have the O2 sensor symptoms, I'd give one more sensor a try, or follow the sensor cable to its origin make sure both ends of the cable are clean and tight.
