His reply, same as me. Wrapped fine gage wire around the bolts to pull them thru the frame. He says no special trick, only the experience of the installers.
He also complained bitterly about the estimated time to install some hitches! Some hitches require 4-5 hours of labor just to remove all the body panels needed to access the hitch mounting points. Draw-Tite is located in the western Detroit suburbs and their designers visit his shop on occasion. He has challenged the engineers to replicate some of their most egregious published labor times. He offers a $5K prize if they can do it - with the vehicle on the hoist and all tools laid out before the clock starts.
He said he has never had a taker for this challenge! Draw-Tite also apparently no longer publishes install times per the shop Manager/Owner.
