You have to observe dial indicator during tightening - it's as simple as that.
Modern torque wrenches are electronic with force measurement based on tensometers.
One of the best ones are produced by Stahlwille, like for example 730D model.
Besides torque measurement they can usually also measure angle.
Replacement heads are also very useful - you can put a ratchet, open-end spanner, ring spanner or whatever using weld-on plug-in.
We are torquing to get a proper clamping force in a joint, so for reliable torque measurement threads have to be in condition according to the manual (dry, oiled, greased, etc.), because this affects friction coefficient and therefore the torque needed to achieve given clamping force. If the manual do not specifies grease then the thread has to be clean and dry. Always first screw-in by hand to check the thread condition - movement must be smooth and easy to go with two fingers. If two fingers are not enough then use tap and die to make the thread great again ;)
For proper torque value always follow vehicle service manual, as the supplier do not know exact joint parameters and could give only some ranges. Example NGK guideline below (nice Japanese page with cartoons)
