Just my experience:
My '01 Aero got to the point about 4 years ago where the parking brake was inop due to the rusting/wear of the components. The indy shop I had been frequenting - good people, but not Saab specialists by any means - made a bunch of noise such as "to replace the E-brake system on your car would cost more than the car is worth..." I got the sense that they just had no interest in doing the job at all.
Through a subsequent lucky discussion with one of the good folks on this list who lives in this neck of the woods, I went to the local Saab whisperer who somehow I had never used for service. He asked that I leave the car so they could look at it. The next day when I went to pick up the Aero, he said that for about $350 he could replace the entire E-brake system, cables and other parts, pretty routine.
They did the job and gained a couple of new customers, too. So, I think that maybe the E-brake job might not be the easiest thing for someone to do, especially given the lack of facilities that you describe.
