Gene N - nice writeup of your problem. Because you aren't seeing any discontinuous behavior (erratic jumps in the readings), I think you can rule out a mechanical interference (e.g., broken baffle, misaligned pump) as the cause. Your observation that a full tank on the new gauge shows as 1/8 full comports with your measurement of 0.5 volts at the ADC (~1/8 of the expected value).
But just for grins, take your car for a drive over a bumpy road and see if the fuel level pointer in the needle jumps erratically. This would be a variation of the harness "wiggle" test. Just because you are not seeing an obvious short or open circuit when the car is at rest, it does not rule out the possibility of an intermittent connection. Scanning for DTC B1720 is another thought.
I think you are on the right track of methodically working through the circuit, and if that means removing the dash fascia then so be it. (It's not that hard, I've done it twice). I don't see how you can get to the rear of the MIU without doing so. You might be able to reach G41S by removing the SID, ACC and Stereo head unit and then the cage that holds them. H4-2 is under the rear seat and H80-1 should be accessible after you pop loose the driver's A-pillar trim.
