I started on the easiest plug first, H80-1. I took off the sill plate and the panel under the steering wheel. I peeled back the carpet and found the connector, the middle multi-pin connecter of a row of three. I got the connector lever to release but I was unable to move the connector from the bottom to get at the pins. My original plan was to find the two fuel sensor wires and see if they still read 450 Ohms at than end of the harness. I was unable to wiggle it free, so I decided to exercise the connecter a half of dozen times to see if that helped. I was pleasantly surprised to find the fuel gauge now read full as it should when I started the car. It was just a high resistance connection that was the problem. I checked most of the functions that go through H80-1, and they all seem to work.
It is hard to imagine why that wire was not making good contact while the others were fine, but I'm just happy it's fixed. I had a similar problem 4 years ago on my other 9-5 where the fuel pump relay signal was erratic and it turned out to be the connection through the main "harmonica" connector under the hood. I ended up running a wire around the connector to insure a good connection.
