Depending on your States emission laws, a stored code without having the C/E light illuminated might still pass the smog test.
That's how it is in CA.
You can having pending/stored codes and the car still pass but if the C/E light is on, you will fail.
In a perfect world, C/E light goes away after a certain amount of driving after fault has been rectified and the code "might" disappear from memory. But there are many, many cases I have seen where the code stays forever and will not go away until reset with scan tool or battery disconnect.
