a: JB Weld hack, I have no experience but I have heard from others that it's effective.
b: early cars 1/2 way into 2001 had improperly torqued headbolts from the factory. Your car was not affected.
Note that these headbolts stretch when torqued (by design). you can't "really" retorque them, the only way to get the proper tension is to replace them and torque according to the manual. That said if you are seeing some oil weeping at the head/block joint you have little to loose (except time and the cost of a valve cover gasket) to retorque them.
c: head gasket: I would suggest that a head gasket is a big undertaking and unless you are 100% sure that the gasket has failed I vote to not do it.
There are other right side potential leaks to consider:
- Oil pump seal and o-ring. Common, fairly simple, inexpensive replacement
- Timing chain tensioner o-ring. Also simple and inexpensive
- Oil trap and associated PCV components.
If you are dead set on replacing the head gasket repost and we can help with advice, suggestions etc.
