Remember also that a slightly low or overcharged ac will give you not as cold on air on the drivers side.But if it is not moving all the way it is possible something further down in the heater box is deformed. We actually had to replace a portion of the box before the arm repair kits were available or if it broke off to far in so it is possible. Saab really didn't like those repairs because they wree afraid someone would run the harness incorrectly in the dash and burn down the car. I did have a battery draw years ago that was caused by someone not running the harness correctly. Luckily it was a ground and just pulled down a relay and killed the battery. On an og 9-3 one time I had a hot wire rubbed through and did burn much of the harness. A body shop had replaced the dash after a passenger air bag went off and didn't run the harness correctly.
