One of several thousand regulations car companies have to comply with include the amount of total light the headlights can put out (not to be confused with that girl we all knew in high school).
Because Saab's Xenon lights are Bi (they go both ways - low and high beam) unlike Audi's, the addition of the halogen lights on high beam would exceed what Uncle Sam says you are aloud to have.
So - in the good old U.S. of A - the halogen bulbs are strickly flash to pass. I don't believe they can be altered with Tech II.
