WIS says “Driver frontal deployment circuit (stage2), open circuit”. Condition: The resistance measured by the control module is greater than 4.5 + or - 0.2 ohms for 2s. It also says the resistance of the detonation unit can be read with the diagnostic tool, meaning the Tech 2. There is a diagnostic procedure in the WIS, but I believe you would need to have the Tech 2 to complete the procedure. Maybe someone else has has experience with this code and can shed some light on this, but it sounds like a conductivity problem somewhere in the circuit. It does say that the control module will attempt to trigger the airbag in case of an accident despite of there being a fault in the detonation circuit. I believe a Tech 2 should be able to tell you if the resistance is simply out of the acceptable range, or there is an open circuit meaning no connection. Good luck.
