VIN is only recorded (changeable) in DICE on those older cars. I think you "might" be able to read VIN in other modules but those VIN might be hard coded and cannot be changed.
So if the DICE have the wrong VIN, you can change it the way you say but first unmarry the radio so that you can marry it back to the car again after VIN change.
The new 9-3 can have multiple VIN errors if a owner have played "musical chairs" with used parts and I usually correct it when I get a car in like that.
