On MY 07 and prior TECH2 communicates with P-bus/I-bus gateway - MIU via I-bus on DICE. DICE on the other hand has a single line (K-Line) connection to DLC via Pin 7.
MY 07 and onward a manufacturing automotive standard has been implemented to include CAN-bus at DLC using Pin 6 (+)H and Pin 14 (-)L in addition to K-Line Pin 7 on Saab 9-5s
I can only assume that NY DMV inspection station scan tool (plug) may not utilize older K-line Pin 7 comm and only have newer CAN-bus provisions.
It's just my guess. Further troubleshooting is definitely required.
