Checked grounds they were good. Pulled out DLC connector manually pushed all the wires into plug tight and put hot glue on back of plug to hold wires tight in place. Problem solved. Car connected to inspection computer. Even though it was not obvious something was loose enough. Will splice in a salvage vehicle plug if it happens again in future. Thanks for help all.
