Couple of observations -

(1) when I changed my PS fluid, after replacing the fluid, I found the pump to be noisy while any air worked its way out of the system, and the noise disappeared. Turning the wheel was noisiest, but ‘burped’ the system quickly.
(2) I would preemptively changed the serpentine belt (you’ll have it off anyway). PS fluid and coolant getting on the belt can also make it quite noisy.
