The "code" set by the computer does NOT tell the tech what part has gone bad. It tells him where to begin to look. Any number of problems could cause a particular code to be set. Each code has associated with it a diagnostic procedure that should, by process of elimination, eventually lead to identifying the faulty part. A tech or dealer that relys simply on the code to make a diagnosis is not doing his job properly. In your case, it is far more likely that the downstream O2 sensor has failed than that the converter itself has gone bad, but a competent tech should run the proper tests in the proper order to find out for sure.
