That's why we have courts, judges, and often, a jury. The law is filled with gray zones, and it's far from black and white.
I'm not advocating being an outlaw, but laws are certainly open to interpretation. Traffic laws, for example, are routinely broken by police officers, ambulance drivers, and other rescue workers. Police officers do not receive speeding tickets.
It's not simply a matter of "you've broken the law, and now you must be punished". That's how religious zealots think. I especially do not like people who take the Bible too literally... It's a good book, but it too, is subject to interpretation.
As for safety, I feel that we can achieve a greater level of safety on public highways by increasing driver training, and making advanced driver's courses mandatory. It's bad enough that most people in this country have no idea how to drive a stick shift, but what's worse is, most of those people have absolutely no idea how to utilize something as basic as engine braking! ack..
