gets in the fast lane at the height of rush hour and drives at 54.9 MPH in order to make some kind of point about social order? How's that for a virtual tomato?
I think the point is that there is a correct speed for every highway. The highway engineers know what it is, and most drivers instinctively know what it is. The discipline of highway engineering calls for the speed limit to be set at the 85th percentile, that is, the speed that would be exceeded by no more than 15% of the driving population if they were permitted by the state to use their own judgement. Unfortunately many policymakers disregard the professional judgement of the highway engineers they employ. In many political jurisdictions the speed limit is set well below the correct speed for the sole purpose of enhancing revenues. Nowhere is this more true than on the Taconic State!
Next time you drive the Taconic State, do your own survey. I think you'll find that the 85th percentile speed is in the range 70-75, and rightly so! 71 is a perfectly reasonable speed for that road.
