It's a car polish - available here in the Uk. It contains petroleum distillates (think they all do to some degree), thus is good for removing tar spots etc. However, more importantly, I think it contains a very very fine polish (clearcoat safe) so is good for removing these "nibs" as I call them (as well as waxes/polymers ingredient X etc).
I believe almost all paints are microscopically porous, thus during a period of heavy road salt, moisture etc, and when the roads are dirty, the salt laden, moist dirt, if left to act as a poultice on the paintwork for an extended period could feasibly cause this spotting. Like I said though, a good clean and polish vamoosed these specks, and I never saw them again for the remaining 18 months I owned the car. I shouldn't worry about it - I don't think it's a sign of anything serious. After I noticed them though, I was more meticulous about waxing the car regularly. It was a while ago now, but I seem to remember that I hadn't waxed (or washed) the car for quite some time prior to my discovery. I make sure I keep on top of these things with my Aero though :-)
