There are a bunch of different shaped air dams, from Thule and Yakima and the aftermarket clones (such as the ones in various bike supply catalogs). Make sure the one you select is compatible with your bars. The real problem with the Wagon is that you have to get a narrow fairing to fit between the rails, so the clamps and outer ends of the bars are necessarily exposed to the slipstream. My fairing is the 38 inch Yakima fairing, and it is quite low. It looks neat and does help quiet things a bit, but not nearly as well as the big SUV fairing on my Suburban rack. That one is more effective due to the extra width that shields the towers.
I don't think any fairing will help the mileage measurably. Keep in mind that Saab very carefully fine-tuned the shape of the car to get the drag coefficient as low as possible. When you hang a bunch of bars and bike trays and stuff up top, you are really _really_ screwing up the airflow across the top of the car. No wonder it howls!
I plan to keep my rack on through the bike riding season, but remove it completely for any major road trips. It will definitely come off about early November for the winter.
The folowing url takes you to the Sports Rack website. I suggest you look it over and ask for a catalog. It is chock full of racks and pods and accessories. Retail stores are found in most major metro areas on the West Coast. The Seattle stores are at 7918 Aurora Ave N, and 1299 156th Ave NE in Belleview. Maybe you could stop in and see what they have to say about fairings and noise reduction. I have found their more senior salespeople to be very knowledgable. Steer clear of the younger ones though....
