I am not in California, but in MI. However, GM price is supposed to be GM price regardless of where you are. The only difference between locations would be the incentives.
Is your relative an employee, or a suplier. The price I quoted was under the employee plan. (GMS)
By the way, GMS plan is optional, the dealer need not give you GM pricing if he does not want to. This is usually seen on high demand vehicles. (Like Corvettes which are only available on GMS a few slow selling months a year at the big dealerships) From the numbers you quoted I am pretty sure the dealer is not giving you the true GMS pricing. You could have your relative look up what the GMS price is at http://www.gmfamilysavings.com You could do it yourself but would need his SSN.
I encountered this problem when I tried to get my parents a vehicle under my employee plan in NY. The dealer was very hesitant to sell the car at that price and made up all sorts of stories about what GM Pricing was. When he realized I knew what it was he gave me the deal.
Here in MI, GMS pricing is advertised in the paper and on TV. Just about everbody has a relative that works in the auto industry. In CA they might not be used to it and may not be giving you the price you should get.
Employee plan details:
GMS (S is for out of stock) is not 10% below MSRP, it is a strange number that GM claims is what it would charge the dealer for the car plus some small amount since the dealer stored the car. GMO (O is for order) would be the same price minus the charge for storing the vehicle. You can not purchase a Saab through GMO The price you should get the car for is GMS minus all available incentives.
My 9-5 Aero cost me 483 per month (Including 6% MI sales tax). At signing I wrote a check for ~1,500. This included my first month's payment. It should have been ~2,000, but I had saab lease loyalty which gave me an additional 500 cap cost reduction.
My dealer was Saab of Troy in Troy MI. (They are one of the largest volume Saab dealers in the US) The salesman was John Foglio. Call 248 205 1333 and ask for him. It is almost cheaper to lease it here from him and have it shipped to CA...
