Tim,
Saab will charge-back to the selling dealer all warranty repairs claimed within the first 60 or 90 days (can't remember which it is) of ownership on CPO cars. So it's in the dealers interest to catch the problems the first time (or at least ignore problems that won't crop up soon after delivery).
I'm afraid I can't comment on the program structure as it pertains to cost incurred during certification. One would assume that the dealer shoulders all of the cost, but that may not be accurate.
