I feel your pain... your Aero twin feels it too. My only experience was several years ago when someone hit the front bumper of my old Saab (it wasn't old then). The body shops all use the same estimating software to give you a price. As several people said, once they take it apart they will probably be able to deal with the insurance company. On a car as new as yours, you should be getting new parts. Older cars (is it two years?)get used replacement parts, if they can find them. Maybe they consider your '02 to be two years old? If you want a new bumper and they won't do it, are you willing to pay the difference? On the other hand, if they are really good the repaired bumper will probably be as good as new. The bumper will be repainted whether you get a new one, a used one, or they repair the original one. Ask them what kind of paint they use. There is paint, then there is really good paint. With no fault your insurance will pay the claim, then they will go after reimbursement from the Jetta's insurance since it certainly sounds like it was his fault. My dad has had USAA for about a million years and has always been able to go wherever he wants for repairs (BMW) and has never had an issue.
