Starting in reverse needs a recall

I believe a serious design fault exists in the current manual versions of the Saab's. Having been very pleased with both our 9000 and 93 conv I bought my wife a 95 Aero. My two year old son was able to take the key, insert it in the ignition and drive the car backwards - even with the handbrake on within 3 weeks of buying the car!
My view is that if the car was an auto left in anything but Park & Drive, the starter will not turn.
Saab have a sensor on the handbrake (handbrake on light), a sensor on the clutch (disables cruise control), and a sensor on the car being in reverse (reversing lights). Surely it would not be difficult to stop the starter from turning when the car is in reverse with the clutch out especially as the car being in reverse is a mandatory requirement for removing the key!
This incident nearly killed my 4 year old daughter, while ruining two doors and also scaring the life out of my wife. My wife has decided to stick with her 9000 and we only use the 95 at weekends.
Does anyone know how I go about forcing a recall? Or does anyone know how I can disable the starter when the car is in reverse - something must lurk in the depths of the car's electrical system for automatics.
Regards
Tim
