Several things to consider:
Sounds like your car is new. The Aero engine is very tight when new (as is entire drive train). Give it 5 to 8k miles to loosen up. My 01 Aero Wagon manual started out around 21 MPG and by the time it got to 10K miles it was doing 25MGP and at 40K it was doing 27-28MPG. My '03 Aero Wagon, manual, is now getting around 24MPG at 4K miles, and I expect it to get better as the miles accumilate. Mostly highway.
One big determinant is length of trip (the engine has to get hot to get best milage). If you are only doing 10 to 15 mile trips, the milage will suffer. Shorter trips than that and the mpg will be really poor.
