Uneven running while cruising (long posting)

I am the proud driver of a 1999 model 95 2.3 LPT (UK spec) with all of the goodies except Traction Control; I am planning to purchase it in October when it is due to return to the leasing company (it is my company car, a UK perk/anomaly).
Unfortunately since the middle of last year it has been exhibiting an annoying tendency to run unevenly while cruising around 80mph; it seems to slow down momentarily then surge forward again, although neither the revs nor speed vary significantly. This repeats every couple of seconds (the feeling can best be described like a full turbo cutting out then in) and gets quite uncomfortable after a while. At first I thought that it was related to the cruise control, but recently have found that it also occurs while in 'right-foot mode'.
Last week my local main dealer took it for an 80-mile test drive and found nothing wrong; when it recurred 3 days later I took their chief technician for another 80/90 mile test drive and couldn't reproduce the problem.
The Tech-2 is showing no diagnostic codes and they have checked all the obvious things - spark plugs, vacuum hoses, etc. - without finding anything. The final cure on Thursday was a quart of Mother Saab's finest fuel additive, designed to flush through the fuel lines (it does sometimes have the characteristics of fuel starvation) and the jury are still out.
Any suggestions on possible cause would be much appreciated - I am even thinking about coupling up an OBD-2 recorder whenever I go on a long journey (when it usually occurs) so that I can record the symptoms.
