I found that a pair of vice grip pliers applied very tightly to the round, sealing portion of the oil plug worked for me. A big set of channel lock pliers would probably work also. I found that the 13mm nut portion was just too chewed up to allow the pliers to get a good grip.
I understand that the Saab engineers designed the oil plug with a relatively small 13mm head, and used mild steel, to try to limit the torque a mechanic could use to tighten the oil plug and possibly strip the threads in the aluminum oil pan.
The cooper crush washer is supposed to allow the oil plug to seal with a low tightening torque. Apparently some mechanics are more concerned that the plug never leak or come loose, than with the possibility of damaging the oil plug.
