Haven't had this problem with my previously owned 1999 9-5 yet. I'm used to periodic DIY repairs to the 900 washer nozzle backcheck valves. The internal rubber diaphragm material would go bad and the windshield wash would transform into an engine wash as the fluid escaped out the rear relief vent of the valve body. Prying open the little snap apart plastic valve body and cutting a new diapraghm from rubber sheet material wasn't too hard. Just make sure it's thin enough to flex properly with the internal spring. Not sure if the 9-5 design is the same, but a $24 replacement part cost would have me trying a DIY fix!! Anyway, I'd like to see a larger washer fluid reservoir with as much flow the 9-5 washer puts out.
