The 9-3SS may very well be a safer car, I don't know. It is very difficult to quantify "safety," even if you could get any two people to agree on what "safety" is, which of course you cannot.
Those 4- and 5-star ratings probably have some value, and are excellent predictors of what will happen to you if you run into an official government barrier in an official government lab at exactly 16.2 mph or whatever. But you can probably find a Kia econobox that got 4- or 5-stars in the same test, and I sure wouldn't want to crash in a Kia in the real world.
I think that the best "safety" analyses are those that look at large numbers of crashes over a longer period of time and measure what was paid out by insurance companies for personal injuries.
