the chain is not too short unless you changed it, sounds like you didn't though. put exhaust sprocket on first and then make chain taught between crank and cam. then put intake sprocket in the chain first and then put the sprocket on the cam, keeping tension between the exhaust and intake cams. the tensioner will take up the tension between the intake and the crank. if you still don't have enough chain, it may have gotten caught down in the oil pump/timing chain cover. i've had mine catch a few times down there in various places and come up short. get a light and make sure you are laying right across the crank, then make sure your not caught. you should be ok. only other thing would be if you didn't get the head all the way down, then the chain might seem too short. hope this helps. good luck.
