You can refer to http://members.aol.com/darenius/85SAAB/FAN1.bmp and /FAN2.bmp for wiring diagram and fault instructions for your 86 cooling fan. The AC section of the circuitry is not shown.
The relay you mentioned is the time delay relay. The factory installed jumpers around the 87 to 31 pins for some countries like Australia but one
could cut the wire to make the relay functional...AKA you really do not need the time delay relay function if you are not worried about the fan staying on too long after the car is shutdown. You can jump out the two big yellow wires on the relay. The coil of the relay is tied directly to fuse #22 which is activated any time the car is running. You imply the t-stat switch is not working. I would recommend you change this switch for $9.....it is much cheaper than the high amperage rated switch you would need for manually activating and running the fan. If you feel that the engine can only be kept cool with the fan running all the time in traffic I would suggest you may want to look at the water thermosat and a partially plugged radiator.
