It looks like you have everything else covered. You may want to try swapping out the two relays above the ECU, too. If the contacts are pitted, you won't get full voltage to the the things that get power through them. New fuel and system relays are under $12 each from eeuroparts. Other sponsors are probably quite competitively priced.
Someone whose name escapes me right now (my apologies to them) posted that you can open up the relays and clean up the contacts with sandpaper or a fine file. There are 4 crimps that hold the covers on the relays, so it's not too hard to open them up. The downside is that you have to pull the kickpanel to get to them on an LH 2.4.
