The LH 2.4 ECU pulls pin 86 on the fuel pump relay to ground. This completes the primary circuit on the relay and closes a switch (pin 30 to 87/87a) to power the fuel pump. When the '89 ECU dies, this circuit generally fails and it will not pull in the fuel pump relay. One dirty solution is to cut the wire to relay - 86 (purple wire) and connect it to ground. Pin 85 on the FP relay gets 12V when the key is 'on' AND the ECU has the main relay on. It stays on after the engine shuts down until the AMM 'burnoff' event. This is how the car is running with a 'bad' '89 ecu.
