The bearing is sandwiched in between the outer CV and the hub. The outer CV is splined into the hub. The wheel nut pulls the face of the outer CV against one inner race of the bearing, while pulling the face of the hub against the other inner race. When the wheel nut is properly tight, the two inner races of the wheel bearing are locked against each other. But there is physically no way that the hub can be pressed too far into the bearing.
So, if the inner circlip was not replaced, the entire hub/bearing/CV sandwich could shift inward until the disc hit the brake caliper. If you keep spacing the caliper further away, the hub will eventually start to rub on the spindle, or perhaps the disc will grind away at the dust shield. I think the tripod bearing has a bit of room before it bottoms out in the inner driver. The good news is that the inner circlip is at least possible to replace. If the outer one was missing, you're in for a complete bearing replacement again.
